Calif. Assembly urges federal shield law
By a unanimous 70-0 vote, the California state Assembly urged the U.S. Congress to enact a shield law to protect journalists, Editor & Publisher reports. The resolution is sponsored by the California Newspaper Publishers Association, and supported by the American Civil Liberties Union, the California First Amendment Coalition, Californians Aware, and the Planning and Conservation League.

Are there any issues in the shield laws that arise when trying to define who is a journalist? For example, does or should a blogger qualify? If not, why not? If bloggers are not journalists, does this set up an unfair advantage?

Thanks, this is an issue that has eaten at this uninformed observer for some time. Apparently there are state level shield laws, including laws A.O. Sulzberger Jr. approvingly cited in DC and NY. Is part of the approval driven by concern about market share? Just a question. Looking forward to your material. Bill
